SCRUM MASTER
INCATech is seeking a Scrum Master to support the USDA mission area in delivering digital modernization and customer experience improvements across a suite of high-visibility public-facing websites. This role will facilitate Agile development teams in the delivery of secure, accessible, and user-centered digital services for American farmers, ranchers, and forest landowners. MUST be a US Citizen and able to attain a Public Trust Security Clearance to qualify for this position.
Location: Remote (U.S.-based) with potential for limited on-site travel in Kansas City, MO or Washington, D.C.

This role will facilitate Agile development teams in the delivery of secure, accessible, and user-centered digital services for American farmers, ranchers, and forest landowners. Responsibilities
- Guide and coach Agile teams on Scrum practices, SAFe methodology, and iterative delivery techniques.
- Facilitate all Scrum ceremonies (daily stand-ups, sprint planning, retrospectives, backlog refinement, PI planning).
- Maintain and track project metrics in Jira, including story points, sprint goals, impediments, and burndown charts.
- Work with Product Owners (POs) to ensure backlog items are well-defined with acceptance criteria and properly prioritized.
- Coordinate across development, design, content, and DevOps teams to ensure sprint commitments are met.
- Remove team impediments and shield teams from external interruptions.
- Report sprint and program increment (PI) progress to stakeholders, including ART-level reporting for SAFe alignment.
- Promote a continuous improvement culture through sprint retrospectives and actionable outcomes.
- Support government compliance and reporting expectations, including Section 508 accessibility and customer experience mandates.
Qualifications
Related Experience:
- U.S. Citizenship
- 4+ years of experience as a Scrum Master supporting Agile software development teams.
- Strong understanding and hands-on experience with Scrum, Kanban, and SAFe frameworks.
- Experience facilitating Agile ceremonies and managing digital product backlogs in Jira/Confluence.
- Strong interpersonal and communication skills; able to collaborate with technical and non-technical stakeholders.
- Familiarity with iterative user-centered design and usability testing processes.
- Ability to work effectively in a distributed, cross-functional federal development team environment.
- Certified Scrum Master (CSM), SAFe Scrum Master (SSM), or equivalent Agile certification.
- Experience supporting federal High Impact Service Provider (HISP) programs or CX-focused digital modernization.
- Familiarity with Drupal-based content management systems, DevSecOps processes, and federal design standards (e.g., USWDS, 21st Century IDEA).
- Experience with accessibility testing (Section 508/WCAG) and government-mandated analytics reporting (e.g., SiteImprove, Qualtrics).
- Knowledge of cloud-hosted Agile delivery in AWS or other FedRAMP-authorized environments.
- Expertise and experience in Drupal 10 and large public-facing Federal sites, including solving complex platform delivery challenges.
