The Role
HONK is seeking a motivated and detail-oriented Bid & Proposal Manager to quarterback our public sector RFP and proposal process from intake to submittal. This role is central to enabling HONK to scale its public sector growth by ensuring all submissions are consistent, compliant, and persuasive. Reporting to the Chief Strategy Officer, the Bid & Proposal Manager will manage the bid/no-bid decision process, maintain and retool the bid content library, and orchestrate cross-functional stakeholders while minimizing the time sales teams spend on RFPs.

Key Responsibilities
Total compensation (salary + variable) is $95,000.00 – $125,000.00 per year based on both work & industry experience.

The Role
HONK is seeking a motivated and detail-oriented Bid & Proposal Manager to quarterback our public sector RFP and proposal process from intake to submittal. This role is central to enabling HONK to scale its public sector growth by ensuring all submissions are consistent, compliant, and persuasive. Reporting to the Chief Strategy Officer, the Bid & Proposal Manager will manage the bid/no-bid decision process, maintain and retool the bid content library, and orchestrate cross-functional stakeholders while minimizing the time sales teams spend on RFPs.

Key Responsibilities
- Lead the full RFP process: intake, triage, bid/no-bid, drafting, compliance, pricing, reviews, and submission.
- Maintain, retool, and grow HONK’s centralized bid content library for reuse and scalability.
- Build compliance matrices and coordinate structured Q&A with subject matter experts.
- Ensure governance across pricing, legal terms, and brand positioning; escalate exceptions when necessary.
- Drive adherence to SLAs for intake, kickoffs, reviews, and post-mortems.
- Manage Salesforce intake and documentation of bid/no-bid decisions and rationale.
- Track and report KPIs such as throughput, shortlist rate, and content reuse.
- Support cross-functional collaboration while limiting sales team involvement to essential touchpoints.
- 3+ years of experience managing RFPs primarily in the municipal and higher education space. An understanding of the parking and mobility industry is a plus.
- Strong organizational and project management skills; able to manage multiple deadlines with precision.
- Excellent writing, editing, and formatting skills with attention to compliance.
- Experience with Salesforce and RFP/proposal management software preferred.
- Ability to confidently engage cross-functional stakeholders, including executives.
- Process-oriented mindset with proven ability to enforce structure and governance.
- Located in the U.S. or Ontario, Canada
