This position is part time, 940 hours per year (half-time).

Work Location: Hybrid, 2-3 days on-site in Capitol Hill, DC.

The Product Manager will guide the strategy, requirements, and delivery of digital products that modernize legacy systems for the House of Representatives, including HouseCal/Deconflict, Legidex, and Personas. This role requires partnering with stakeholders and technical teams to define priorities, translate needs into actionable plans, and ensure successful product outcomes.

Requirements

  • 10+ years of related experience required.
  • Demonstrated history of managing, training, and coaching junior Product Managers, including those entirely new to the Product discipline, to take on the product responsibilities for high-profile digital services products
  • Proven track record of developing Product strategy and strategic roadmaps for digital services teams, including milestones, sprint plans, quarterly planning and reporting.
  • Well-versed in conducting Product ceremonies, including daily standups, sprint plannings, backlog refinements, sprint demos and team retros.
  • History of success leading multi-disciplinary agile delivery teams to deliver new digital service products and continuously improving the user experience and capabilities of existing products.
  • Solid foundation in building key stakeholder buy-in for a modern Product management and delivery approach, including working with elected officials and political appointees.
  • Expertise at development of product and delivery backlogs for digital services teams that include software developers, user experience designers, and subject matter experts.
  • Expertise in driving digital product strategy, ensuring alignment with overall institutional objectives and stakeholder needs;
  • Experience coaching technical teams in Agile Product Management and iterative product delivery best practices;
  • Creating and managing detailed product roadmaps, prioritizing features, updates, and new product initiatives based on stakeholder feedback, usage trends, and institutional goals;
  • Expertise with organizing and managing product backlogs, user stories, and developer issues in Clickup and GitLab;
  • Demonstrated capability to communicate product vision, updates, and performance metrics to stakeholders, including senior leadership, ensuring transparency and alignment with leadership priorities;
  • Familiarity with interpreting and building Google Analytics dashboards and developing product strategy based on application utilization patterns;
  • Fractional time permitted.
  • U.S. citizenship or lawful permanent residency is required.
  • Bachelor’s degree in a technical related discipline or High School Diploma/GED with relevant experience.

Clearance Requirement: Ability to obtain and maintain a Public Trust.

The salary range for this position depends upon multiple factors including location, the individual's knowledge, skills, competencies, and experience, and contract-specific budget constraints and organizational requirements.
