We are looking for an Integrated Care Policy Advisor for the Integrated Care Unit of the Behavioral Health Initiatives and Coverage (BHIC) Office!

BHIC governs HCPF’s specific behavioral health policies, benefits, special projects and strategies. The office also ensures that HCPF is fully aligned and engaged to support the Colorado Behavioral Health Administration (BHA) and its vision. This includes implementing elements of federal and state legislation while ensuring that HCPF continues to improve the behavioral health care access, quality, equity and service provided to Medicaid and CHP+ members. This includes staffing and strategic support to the (BHIC) initiative. The Unit coordinates activities across internal teams to ensure alignment with the Office priorities for population health and health equity. In partnership with the Office of eHealth Information, this position contributes to building a statewide social health information exchange available to Medicaid providers and community-based organizations.

This position can work fully remotely from anywhere in the State of Colorado.

**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description Of Job

WHAT YOU'LL BE DOING AS INTEGRATED CARE POLICY ADVISOR:

  • Designs strategy, conducts research, and implements key programmatic activities in support of BHIC’s integrated care work.
  • Provides staffing support for projects that enhance integrated care delivery, with an emphasis on evaluating and improving billing and coding practices for behavioral health integration services.
  • Participates in stakeholder coordination and inter-agency collaboration, and supports the development and implementation of related policies and procedures.
  • Contributes policy knowledge to new project design and implementation for BHIC-related initiatives.
  • Leads and contributes to billing and coding research and utilization evaluation in order to promote reimbursement accuracy and efficiency.
  • Facilitates alignment of efforts between HCPF, contractors, and external stakeholders.
  • Works to assist providers in billing and coding questions for streamlining of payments.
  • Collaborates with internal and external stakeholders to disseminate information relating to integrated care policies.
  • Term-limited position funded through 12/31/2026.

Minimum Qualifications

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Option 1

There are two ways to qualify for this position:

Experience Only

Six (6) total years of professional experience in healthcare, medical billing & coding, public policy, or a closely related field.

Option 2

Education and Experience:

Bachelor's degree from an accredited institution in Public Health, Healthcare Policy, or a closely related field

AND

Two (2) total years of professional experience in healthcare, medical billing & coding, public policy, or a closely related field.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associates will count as two years of experience
  • A bachelors will count as four years of experience
  • A masters degree will count for six years of experience
  • A doctorate or juris doctorate degree will count for seven years of experience

Preferred Qualifications

  • Previous relevant professional state experience
  • Masters degree in public health or public policy
  • Professional experience in medical billing/coding

DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
  • Employees who have been disciplinary terminated, resigned in lieu of disciplinary termination, or negotiated their termination from the State of Colorado must disclose this information on the application.
  • This position is term-limited through December 31, 2026. A waiver of retention rights will need to be signed upon hire.
