The Senior Business Analyst (SBA) participates in the establishment of processes to ensure business analysts are supplied with the processes, procedures, training, and tools needed to ensure successful client, co-worker and vendor interactions. Our ideal candidate will be adept at establishing a trusted relationship with clients and stakeholders demonstrating the ability to successfully influence and implement change through these relationships.
You will be responsible for documenting the client’s existing business processes at a high-level, and conducting and overseeing business process optimization activities with little to no supervision. You will work with other senior members of the organization to translate business problems or needs into business requirements and functional specifications in order to differentiate between technology opportunities and business process opportunities.

Some Of The Daily Opportunities Include
Elicit business requirements from project sponsors and stakeholders through research, focus groups, interviews, process flow creation, surveys, or other methods to determine the business need and associated resolution through process design, redesign and / or technology.
Prepare documentation at each stage of the requirements phase, including deliverables such as Vision and Scope, Requirements Work Plans, Business Requirements Documents, Use Cases, Process Flows, and Functional Specifications. Ensure documents can be understood by business users and development teams alike.
Interpret customer requests and business needs into requirements for technical and non-technical process-based solutions that meet the customer’s mission, project scope, and objectives.
Analyze business trends, operational situations, flows and models, and gather input through observation or stakeholder interviews to formulate clear models of the current state, recommend possible improvements, and determine future state.
Employ various tools like process mapping, root cause analysis and process optimization to complete analysis and formulate recommendations.
Identify test and use cases and develop plans for incorporating those test cases into the functional specifications and the overall user acceptance testing plan.
Participation in business analysis processes to ensure consistency and continuity of customer requests through the establishment and continuous improvement of standardized processes and procedures, template and tool development, and approval.
Continually improve and refine processes and procedures to ensure consistency in the analysis and interpretation of customer or business needs to determine high-level project and product requirements.
Determine detailed requirements, define scope, and identify business models.
Recommend changes to business analysis policies, processes, templates, tools, and standard operating procedures.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.
Minimum Qualifications
This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:
A minimum of four (4) years of professional experience as a business analyst in progressively complex assignments managing the requirements for software application development, service delivery, or related experience.
Substitutions
Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications
Previous Government experience.
Familiarity with a variety of software development methodologies and environments such as Agile, Waterfall, Cloud etc., and a strong understanding of the suitability of these for certain services and solutions.
Excellent relationship-building and management skills, strong orientation toward collaboration and communication, and ability to earn trust and respect from a wide customer base.
Demonstrated understanding of application design, development, testing, integration and support.
Ability to work with peer organizations to translate IT processes and tool strategies to support the day-to-day work efforts of the individual departments, driving towards greater efficiencies and higher quality deliverables.
Proven ability to operate, deliver, and succeed with a geographically dispersed customer base and technical partners.
Proven aptitude for time and task management.
Conditions Of Employment
OIT candidates and employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.
A pre-employment background check will be conducted as part of the selection process.
Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
This position may require on-call duties as needed by the position.
