  • Work is primarily performed in an office or training facility.
  • Handling, examining, and sampling of food-producing small animals or plant materials may occur in occasional training courses, as well as moving materials and equipment necessary for such activities.
  • Work occasionally requires exposure to infectious diseases while handling animals in training facilities which may require special protective clothing, gear and other safeguards.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Collaborating with subject matter experts (SME) to create effective learning components and materials to deliver an engaging learning experience that creates measurable results for the target audience.
  • Working in a training program, revising and reviewing training/course materials, aids, devices, and evaluating training results.
  • Applying effective time and project management skills including demonstrated ability to meet challenging deadlines and manage multiple projects concurrently.
  • Facilitating and managing work groups.
  • Updating and revising instruction materials.

OR a Ph.D. or equivalent doctoral degree, or at least three full years of progressively higher level graduate education leading to such a degree, in Communications, Education, Human Resources, Information Technology, Interdisciplinary Studies, Management, Organizational Management, Project Management, Public Administration or other fields of study related to the position.

Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): Visit the OPM website for information on how to apply as a CTAP or RPL eligible. To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.
  • First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected.
  • Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
  • Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.
  • Worksite Information: This is a 100% remote position that must be located within the 50 United States, its territories, or possessions. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date. The selectee is not required to regularly work from a government facility however, the option may be available.
  • This position will be relocated to Manhattan, Kansas, when the finished National Bio-Agro Defense Facility is complete and ready for activity at a future date.
  • Permanent Change of Station (PCS) relocation expenses for you and your dependents, household goods, and personal effects will be at government expense, as allowed by appropriate regulations. Relocation expenses may include transportation and per diem costs, temporary housing, and storage of your household items, if eligible.
