The purpose of the job is to secure regulatory approval of insurance contracts and other forms in compliance with state insurance laws and regulations. With limited supervision, prepares drafts of contract forms and revisions to existing contract forms in accordance with any product specifications and based upon input from the product development working group, prepares filing description letters, completes state required certifications and checklists, requests required filing fees, submits such forms to insurance departments in all applicable states where the company is licensed or as otherwise directed, addresses objection letters from regulators, prepares status reports



The Contributions You’ll Make:


  • With limited supervision, drafts new contract forms and prepares revisions to existing contract forms, including insurance contracts, riders, endorsements, schedule pages, applications, and enrollment forms, based upon input from the product development working group and in accordance with any product specifications.

  • Prepares state-specific variations to generic versions of forms based upon analysis of previously approved forms and limited research of applicable statutes and regulations.

  • Prepares filing description letters, completes state required certifications and checklists, and requests required filing fees.

  • Seeks approval from supervisor if necessary before submitting to state regulators.

  • Supports multiple product lines including retirement, employee benefits (group life, disability, accident, critical illness, hospital indemnity and stop loss).

  • Independently submits such forms to insurance departments in all applicable states where the company is licensed or as otherwise directed, or to the Interstate Insurance Product Regulation Commission (“IIPRC”) through SERFF (“system for electronic rate and form filing”) where applicable.

  • Consults with product actuaries and attorneys and attends working group meetings, responding to any inquiries raised at the working group meetings that are state specific or related to filing.

  • In consultation with supervisor, prepare forecast of regulatory approval by state based upon prior filing experience.

  • In consultation with supervisor, prepares timeline of critical regulatory milestones in order to keep contract drafting and filing on time in accordance with the launch criteria.

  • Prepares systems matrix needed to support systems coding, programming, and testing of insurance contracts.

  • With limited supervision, addresses objection letters from regulators, revising submitted forms as necessary to resolve issues in order to obtain approval of the forms within established time-frames.

  • Prepares and distributes to the working group such documentation as may be appropriate, particularly status reports, to communicate state approvals and state variations, with a focus on variations affecting product administration.

  • Identifies and collects all required deliverables from business partners required for the submission package. Reviews such deliverables to help ensure they comply with the requirements of each state in which they are to be filed.

  • Review and sign-off systems output to ensure issued forms are aligned with approved forms.

  • Performs other duties and functions as requested.




Minimum Knowledge & Experience:


  • 4 years insurance industry and state filing experience in multiple product lines.

  • Proficient in locating state laws and regulations; ability to perform legal research preferred.

  • Existing relationships with state insurance regulators required.

  • Strong oral and written communication skills.

  • Attention to detail, sense of urgency, and demonstrated team player.




Preferred Knowledge & Experience:


  • Bachelor’s degree from accredited institution .

  • State paid leave filing experience.

Voya is committed to pay that’s fair and equitable, which means comparable pay for comparable roles and responsibilities



The below annual base salary range reflects the expected hiring range(s) for this position in the location(s) listed. In addition to base salary, Voya offers incentive opportunities (i.e., annual cash incentives, sales incentives, and/or long-term incentives) based on the role to reward the achievement of annual performance objectives. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Voya Financial is willing to pay at the time of this posting



Actual compensation offered may vary from the posted salary range based upon the candidate’s geographic location, work experience, education, licensure requirements and/or skill level and will be finalized at the time of offer. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked

$60,450 - $100,760 USD
