The Agile Project Manager/Scrum Master will support the delivery of the Department of Veterans Affairs (VA) Supply Chain Modernization (SCM) with a focus on leading this effort to create a unified supply chain technical architecture and assist the VA’s efforts to modernize their supply chain tools and processes, improving the experience of our veterans. The Agile Project Manager/Scrum Master will be expected to work closely with a Release Train Engineer (RTE) to execute against established plans and guide the Scrum Team to meet prioritized Program Increment (PI) Objectives. The Agile Project Manager/Scrum Master will support managing timelines, resolving problems, and coaching team members on helping achieve the collective team goal, steer members towards keeping a focus on the team’s deliverables, and Agile methodologies. The Agile Project Manager/Scrum Master will also work closely with Functional and Technical Leads to create and guide self-organizing teams that are flexible and fully productive during sprints. The Agile Project Manager/Scrum Master may be requested to assist in collecting, aggregating and presenting goals, timelines and metrics to achieve the desired outcome. This support includes all operational facets of SCM that are GDIT facing to meet the functional requirements unique to VA, Veterans Health Administration (VHA), Veterans Benefits Administration (VBA) and National Cemetery Administration (NCA)



The Agile Project Manager/Scrum Master will be integral member, however, leading the functional Scrum Team responsible for assessing, analyzing, planning, implementing and deploying the SCM solution. They will work across the Program at times to maintain alignment with the SCM Roadmap and Strategic Plan with the goal of establishing a successful SCM experience



The Agile Project Manager/Scrum Master will be responsible for assembling a team of skilled functional and technical resources from both GDIT as well as key partners, including top tier management consulting firms to support facilities functions such as capital asset inventory, healthcare technology management, and IT asset tracking. The Agile Project Manager/Scrum Master will assist with the implementation of the SCM as a managed service with multiple low code tools, critical system interfaces to VA enterprise systems, and measurable outcomes continuous VA review



HOW A AGILE PROJECT MANAGER/SCRUM MASTER WILL MAKE AN IMPACT:


  • Hiring, forming and organizing a cross-functional, cross-organizational team of functional and technical experts in the Supply Chain area.

  • Lead the planning, execution, and delivery of teams within the Scaled Agile Release Train (ART), ensuring alignment with the overall strategic objectives and priorities of the Veterans Administration.

  • Organizing and facilitating team workshops, discovery activities, and Agile ceremonies such as daily Scrum, sprint planning, release planning, system demos and retrospectives.

  • Working in conjunction with program executive leadership, functional and technical leads, RTE, and the customer to prioritize work for each sprint.

  • Monitor delivery progress, identify potential risks and dependencies, and proactively address issues to mitigate impact on timelines and deliverables.

  • Identifying differences in understanding issues as they occur; working with the team to problem-solve or escalate to program executive leadership if needed.

  • Determining and removing impediments that interfere with the team’s ability to deliver iteration goals and planning increment objectives.

  • Coaching a continuous improvement mindset and recommending adjustments to established delivery practices.

  • Facilitating communication among the team and the Agile Release Train.

  • Utilizing tools and reports, such as JIRA and Confluence, to collect, develop and analyze Agile data and metrics, managing progress daily and providing transparency on product and sprint backlogs.

  • Tracking and communicating team metrics and sprint/release progress

  • Assisting the Scrum team in developing and estimating user stories that are clearly articulated with well-defined acceptance criteria.

  • Assisting with backlog refinement.

  • Facilitating discussion and conflict resolution

  • Promoting continuous improvement and helping teams to increase velocity

  • Promoting a collaborative team environment that fosters experimentation, creativity, and innovation

  • Utilizing professional judgement, critical thinking skills and research to improve processes and resolve issues affecting performance.

  • Coordinating with external vendors, contractors, and stakeholders as necessary to ensure seamless integration and alignment with VA standards and regulations.

  • Preparing and presenting status reports, metrics, and updates to senior management and stakeholders, ensuring transparency and alignment with Veterans Administration goals and priorities.




WHAT YOU'LL NEED TO SUCCEED:



Education:


  • Bachelor’s Degree in business related field, engineering, or a related scientific or technical discipline

  • Must have an active Certified Scrum Master (CSM), Lean Agile Institute Certified Scrum Master (LAI-SM), SAFe Scrum Master, and/or SAFe Advanced Scrum Master certification




Required Experience:


  • 5+ years of related professional experience

  • 3+ years’ experience in a variety of Agile approaches (Lean, SAFe, Scrum/LeSS, Kanban) and worked with multiple Scrum teams in a variety of different contexts (different team sizes, different cultures, co-located vs. distributed, etc.)

  • 3+ years of leading software development or business process automation projects using low-code solutions




Required Skills & Abilities:


  • Demonstrated experience with supply chain, health care, order, procurement, or warehouse management

  • Good team player, able to manage multiple assignments, and adapt to changing client needs

  • Outstanding written and verbal communication skills with the ability to present business leaders




Security Clearance Level:


  • Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting




Desired Skills & Abilities:


  • Experience with Infor, GHX, ServiceNow, or Nuvolo desired

  • Experience with Health and Human Services, Veterans Affairs, and/or Military Health

  • Active VA access including assigned CAG and PIV

The likely salary range for this position is $69,722 - $116,438. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range
