Job Description – Data Analytical Specialist / Scientist
Position Summary
We are seeking an experienced Data Analytical Specialist / Scientist to design, develop, and deliver enterprise Business Intelligence (BI) and analytics solutions using Microsoft technologies. The successful candidate will work closely with business stakeholders, Data Architects, ETL Developers, and technical teams to transform complex business requirements into data-driven insights, interactive dashboards, and advanced analytical solutions that support strategic and operational decision-making.
The role requires strong expertise in Power BI, SQL, DAX, Power Query, ETL, Azure Data Factory, SSIS, data modeling, statistical analysis, and business intelligence development within a Microsoft technology environment. Experience working in the Ontario Public Service (OPS) or other public sector organizations is considered an asset.
Key Responsibilities
- Lead the design, development, and implementation of Business Intelligence and analytics solutions using Microsoft Power BI.
- Collaborate with business users and stakeholders to gather reporting and analytics requirements.
- Design and develop interactive dashboards, scorecards, KPI reports, and executive reporting solutions.
- Analyze large, complex datasets to identify trends, patterns, risks, and business opportunities.
- Develop and maintain data models using dimensional modeling techniques, including fact and dimension tables and star schema.
- Design, develop, and support ETL processes using SSIS and Azure Data Factory.
- Perform data extraction, cleansing, transformation, validation, and integration from multiple structured and unstructured data sources.
- Develop advanced DAX calculations, Power Query transformations, and reusable reporting components.
- Build statistical models, machine learning algorithms, and predictive analytics solutions to support evidence-based decision-making.
- Create reports using Power BI Service (Cloud) and Power BI Server (On-Premises), ensuring security, scalability, and performance.
- Implement Row-Level Security (RLS), workspace management, and report deployment best practices.
- Collaborate with Data Architects, Business Analysts, ETL Developers, Project Managers, and business teams to deliver end-to-end BI solutions.
- Participate in system testing, user acceptance testing (UAT), deployment, documentation, and end-user training.
- Produce technical documentation, design specifications, user guides, and knowledge transfer materials.
- Ensure all deliverables comply with GO-ITS standards, organizational policies, and established development methodologies.
- Support production releases, infrastructure upgrades, and ongoing maintenance activities.
Required Qualifications
- Extensive experience developing Business Intelligence and analytics solutions.
- Advanced expertise with Microsoft Power BI, including dashboard development, report design, and data visualization.
- Strong knowledge of DAX, Power Query (M), and advanced Power BI development.
- Advanced SQL skills for data extraction, transformation, reporting, and performance optimization.
- Experience designing dimensional data models, including star schema, fact tables, and dimension tables.
- Hands-on experience with ETL development using SSIS and Azure Data Factory.
- Experience with Microsoft BI technologies including SSAS, SSRS, SQL Server, SQL Server Management Studio (SSMS), and Visual Studio.
- Knowledge of statistical analysis, data mining, machine learning, predictive analytics, and Natural Language Processing (NLP).
- Experience working with large enterprise data warehouses and complex relational databases.
- Strong understanding of data governance, data quality, and information management principles.
- Experience implementing Power BI Service, Power BI Server, workspace management, dataset publishing, and Row-Level Security (RLS).
- Experience integrating data from multiple enterprise systems and cloud platforms.
- Proficiency in Python or other scripting languages for analytics and automation.
