At Utilities One, engineering excellence drives our success in delivering high-performance utility and fiber infrastructure. As our Operations Manager for Engineering, you’ll oversee day-to-day production operations, resource management, and team coordination across our engineering business. Sitting between Project Managers and Engineering Leadership, you’ll play a key role in aligning execution with strategic goals.

The Operations Manager - Engineering is responsible for driving consistency, accountability, and performance across the OSP engineering lifecycle. You’ll oversee engineering project execution, manage team leads and Project Managers, ensure operational targets are met, and serve as a critical liaison between tactical delivery and executive strategy. This role requires an operational mindset, people leadership, and strong organizational skills within a telecom or utility engineering environment.


Key Responsibilities

  • Oversee and support Project Managers, Team Leads, and Engineering Coordinators to ensure high-quality, on-time design deliverables across all markets;
  • Manage production capacity planning, task prioritization, and escalation handling across multiple programs and clients;
  • Lead operational stand-ups, enforce delivery timelines, and track KPIs to ensure design throughput, permitting readiness, and QA compliance;
  • Identify process inefficiencies and drive continuous improvement, automation, and standardization across engineering workflows;
  • Collaborate with GIS, Permitting, QA, Fielding, and Offshore Teams to maintain alignment and eliminate bottlenecks;
  • Support onboarding and training for new engineering team members and vendors;
  • Monitor software usage (Smartsheet, Vetro, IQGeo, AutoCAD, ArcGIS, etc.) to ensure consistency in tracking, reporting, and handoffs;
  • Generate performance reports and provide insight to the Director of Engineering and executive team;
  • Act as the voice of delivery in cross-functional meetings with PMO, Construction, and Business Development.

Skills, Knowledge and Expertise

  • 5–8 years of experience in telecom, utility, or infrastructure engineering operations;
  • At least 2 years of experience managing engineering projects or production teams;
  • Familiarity with OSP design lifecycles, permit-readiness, QA/QC, and design-to-build workflows;
  • Proficiency in Smartsheet, Excel, Vetro, IQGeo, Google Earth, AutoCAD, or ArcGIS;
  • Strong organizational, time management, and delegation skills;
  • Clear understanding of engineering KPIs (cycle time, backlog health, throughput, revision rate, etc.);
  • Ability to lead meetings, manage deadlines, resolve conflicts, and motivate cross-functional teams.
Bonus Points For:
  • Experience coordinating with offshore engineering teams or international vendors;
  • Background in process improvement, automation, or SOP development;
  • Familiarity with grant-funded projects (e.g., BEAD, RDOF) or major telecom client standards;
  • Experience leading training programs or internal team development initiatives.
