About The Role
We are seeking a Project Manager to support a contract with our federal client.
This is a hybrid remote role based in Atlanta, GA.
Responsibilities
- Create and draft agreements between client and private sector or research institutions. With guidance, review, interpret, recommend, and negotiate agreement terms and conditions, and interpret established policies, procedures, and standard practices to develop proactive plans and ensure that agreement activities achieve desired objectives and timetables. Work with licensing and marketing specialists on post-negotiation activities pertaining to license agreements, catalogues, and update license agreements to ensure appropriate data storage and retrieval.
- Track and monitor agreements to determine whether parties have met the milestones and benchmarks of the agreement and update OTI leadership. Manage agreements to ensure that parties are meeting the terms of the contract (compliance). Review and coordinate with the parties to ensure that the technology is being developed in accordance with their commercial development plan and identify problems and seek solutions.
- Input data into database(s) to ensure it contains up to date information on all agreements, legal documents, transactions, enquiries, actions, and follow-up activities. Generate statistical reports from office database including reports for royalties received, agreements executed, etc. Perform examination of agreements to ensure the correct terms are in database(s) and that relevant data (i.e., royalty income, etc.) are associated correctly. Maintains, analyzes, updates, and develops various electronic and hard copy records through established Company systems and applications. Search for and assemble agreement information and records to respond to inquiries (i.e., FOIA, etc.).
- Perform timely and accurate invoicing to licensees for royalty payments and obtaining progress reports on product and commercial development. Manage files pertaining to the administration of licenses; create a periodic license summary and royalty schedule of payments due and received for each agreement. Assist in the reconciliation of individual spreadsheets reflecting royalty income and patent prosecution costs. Assist in the generation of communications to staff regarding royalties received and expected payments.
- Assist in the development and processing of requests for assistance with agreements or other office-related activities. Help staff interpret policies, rules and regulations related to the implementation of the Federal Technology Transfer Act of 1986 as related to client technologies.
- Review and modify policies and office Standard Operating Procedures. Provide information when the requested information concerns routine and procedural requirements. Advise interested parties on client and HHS policies and procedures. Provide information and guidance to conduct client business and expedite decisions by internal and external partners.
- Communicate and respond to inquiries from within and outside of client. Provide subject matter expertise to external parties and internal representatives during pre-and post-negotiation process. Plan and attend tradeshows, and conferences. Actively market client technologies and expertise to external partners. Assist with logo user requests and logo licensing agreement by being the lead coordinator with institutions and business partners wishing to use the client logo on programs, websites, printed materials, etc. by securing trademark licenses.
- Process, maintain, and track Federal Register Notices. Provide administrative services on a variety of legal correspondences for dissemination to agreement parties, outside counsel and potential clients (i.e., cover letters for Trademark License Agreements, Power of Attorney, Terminal Disclaimers, etc.).

- Collaborate with client Office of General Counsel and other OTI staff to provide legal guidance and assistance.
- Maintain an up to date understanding of various government and commercial regulations such as Federal Technology Transfer Act.
Required Experience and Skills
- 7 or more years of project management experience.
- Strong understanding of patents and transfers.
- Familiar with Federal Technology Transfer Act of 1986.
- Excellent communication and leadership skills.
- Ability to anticipate challenges, solve problems proactively, and keep projects on track.
- Proficiency with project management tools and software.
- Ability to obtain a government clearance.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
- Master's degree in Business, IT, Communications, or related field.
- Prolonged periods of sitting at a desk and working on a computer. May need to lift up to 25 pounds occasionally.
