Relevant du Chef de la direction technologique (CTO), le/la Directeur.trice, infrastructures sol satellite et RAN sera responsable de la planification, de la conception et de l’évolution des infrastructures sol des systèmes satellites, ainsi que de leur intégration avec le réseau d’accès radio (RAN). Le/la titulaire couvrira les sites de Allan Park (Ontario) et North Las Vegas (Nevada), en veillant à la performance, à la résilience et l’évolutivité des passerelles (Gateways) satellites.

Les responsabilités principales sont :

Planification et conception des infrastructures sol satellite

• Concevoir l’architecture des composants sol (passerelles, stations de contrôle, interfaces réseau) pour les sites d’Allan Park et North Las Vegas.
• Élaborer des plans d’évolution technologique pour assurer la performance, la résilience et la pérennité des infrastructures.
• Assurer une coordination avec les divers intervenants responsables des deux passerelles pour la gestion des espaces et le déploiement de tout élément de connectivité, de sécurité et tout autre élément connexe.
• Voir à l’implantation des plans de faisceaux satellites et mesurer leur performance.

Intégration et optimisation du réseau d’accès radio (RAN)

• Superviser l’intégration du RAN avec les infrastructures satellites, en assurant la compatibilité et l’optimisation des performances.
• Veiller à l’évolution des solutions RAN et de l’alignement avec les normes 3GPP et les technologies émergentes (4G/5G/NR, systèmes hybrides satellite-terrestre).
• Réaliser des analyses de capacité, de couverture et de performance pour soutenir les décisions d’investissement.
• Assurer l’optimisation du réseau d’accès via des campagnes de mesures sur le terrain et autres mesures incluant toute source d’interférence potentielle.
• Collaborer avec les équipes techniques pour garantir une interopérabilité fluide entre les couches réseau.

Gestion stratégique, coordination et veille technologique

• Travailler en étroite collaboration avec les équipes d’ingénierie, d’opérations et de cybersécurité pour assurer la conformité et la sécurité des systèmes.
• Participer à la sélection des fournisseurs, à la validation des équipements et à la gestion des projets d’implantation.
• Assurer une veille technologique continue sur les innovations en télécommunications satellites et réseaux d’accès.

Gestion d’équipe et leadership technique

• Superviser les membres des équipes techniques impliquées dans les projets d’infrastructure et de réseau, en assurant un encadrement adapté à leurs expertises.
• Définir les priorités opérationnelles et stratégiques en collaboration avec les parties prenantes internes.
• Assurer la planification des tâches, le développement des compétences et l’évaluation de la performance individuelle et collective.
• Agir comme personne-ressource pour les enjeux techniques complexes et soutenir la prise de décision.

Assumer toute responsabilité connexe.

PROFIL DE COMPÉTENCES ET EXIGENCES MINIMALES

Éducation/Expérience/Certification

• Diplôme universitaire en génie électrique, télécommunications, ou domaine connexe.
• Minimum de 15 ans d’expérience en conception de réseaux satellites ou RAN.
• Expérience avec les normes 3GPP, les technologies réseau d’accès 4G/5G/NR, et les systèmes hybrides satellite-terrestre.
• Compétences en gestion de projets techniques complexes, incluant la coordination de fournisseurs et d’équipes multidisciplinaires.

Autres qualifications

• Connaissance approfondie des architectures de passerelles satellites, des protocoles IP, des liaisons RF et des systèmes de gestion de réseau.
• Excellentes compétences en planification stratégique, gestion de projet et communication interdisciplinaire.
• Connaissance des normes de sécurité et de conformité pour les infrastructures critiques.
• Maîtrise des systèmes de gestion de réseau (NMS), protocoles IP, et outils de surveillance.
• Maîtrise du français et de l’anglais, à l’oral comme à l’écrit.

The Director, Satellite Ground Infrastructure and RAN is responsible for the planning, design, and evolution of satellite ground systems infrastructure, as well as their integration with the Radio Access Network (RAN). The incumbent will cover the sites in Allan Park (Ontario) and North Las Vegas (Nevada), ensuring the performance, resilience, and scalability of satellite gateways.

The main responsibilities are:

Planning and Design of Satellite Ground Infrastructure

• Design architecture of ground components (gateways, control stations, network interfaces) for the Allan Park and North Las Vegas sites.
• Develop technological evolution plans to ensure the performance, resilience, and sustainability of the infrastructures.
• Ensure coordination with the various stakeholders responsible for the two Gateways regarding space management and the deployment of all connectivity, security, and other related components.
• Oversee the implementation of satellite beam plans and assess their performance.

Integration and Optimization of the Radio Access Network (RAN)

• Oversee the integration of the RAN with satellite infrastructures, ensuring compatibility and performance optimization.
• Ensure the evolution of RAN solutions and alignment with 3GPP standards and emerging technologies (4G/5G/NR, hybrid satellite-terrestrial systems).
• Conduct capacity, coverage, and performance analyses to support investment decisions.
• Ensure access network optimization through field measurement campaigns and other assessments, including any potential sources of interference.
• Collaborate with technical teams to ensure seamless interoperability across network layers.

Strategic Management, Coordination, and Technological Watch

• Work closely with engineering, operations, and cybersecurity teams to ensure system compliance and security.
• Participate in vendor selection, equipment validation, and management of deployment projects.
• Maintain ongoing technological watch on innovations in satellite telecommunications and access networks.

Team Management and Technical Leadership

• Supervise members of the technical teams involved in infrastructure and network projects, providing guidance tailored to their areas of expertise.
• Define operational and strategic priorities in collaboration with internal stakeholders.
• Ensure task planning, skills development, and evaluation of individual and collective performance.
• Act as a resource person for complex technical issues and support decision-making.

COMPETENCY PROFILE AND MINIMUM REQUIREMENTS

Education / Experience / Certification

• University degree in electrical engineering, telecommunications, or related field.
• Minimum 15 years of experience in satellite or RAN network design.
• Experience with 3GPP standards, 4G/5G/NR access network technologies, and hybrid satellite-terrestrial systems.
• Skills in managing complex technical projects, including coordination of vendors and multidisciplinary teams.

Other Qualifications

• Extensive knowledge of satellite gateway architectures, IP protocols, RF links, and network management systems.

• Familiarity with security and compliance standards for critical infrastructures.

• Fluent in French and English, both spoken and written.
