Team Cognitive is seeking an experienced Scrum Master to facilitate and support Agile delivery and ensure the effective and timely delivery of high-quality software. The Scrum Master will guide scrum team(s) to deliver high quality software solutions supporting Defense Health Agency (DHA). The ideal candidate is well-versed in Agile frameworks, thrives in complex stakeholder environments, and understands federal health IT compliance and delivery protocols.

This position is Contingent based upon contract award.

Responsibilities Include:

  • Facilitate all Scrum ceremonies (daily stand-ups, sprint planning, retrospectives and sprint reviews) in a fast-paced, complex technology environment
  • Track and manage Agile metrics (capacity, velocity, burndown and team health)
  • Collaborate with Product and Business Owners, technical leads, stakeholders and the Development team to refine and prioritize the backlog
  • Identify and work with the Product line Project Manager to escalate and/or remove blockers and impediments via Jira for delivery
  • Assist in managing risks, issues, constraints, dependencies and assumptions
  • Ensure scrum team aligns with Agile best practices and delivery requirements
  • Provide input on staffing and resourcing to address critical bottlenecks
  • Responsible for weekly reporting, deliverables and ad hoc reporting as needed
  • Encourage collaboration between teams and System and Solution Architects/Engineers
  • Manage and optimize the flow of value through the Agile Release Train (ART) using various tools, such as the Program and Solution Kanbans and other information radiators
  • Establish and communicate the cadence for Product Line (PL) Iterations and Program Increments (PIs)
  • Assist with economic decision-making by facilitating feature and capability estimation by teams and the roll-up to Epics; where necessary provide coaching in Lean-Agile practices and mindsets
  • Help drive the Lean User Experience (UX) innovation cycle; Work with and support the UX Lead
  • Facilitate System Demos and Solution Demos


Required Education, Experience, and Clearance:

  • Bachelor’s and 5 years or more of related experience
    • 8 years of additional relevant experience may be substituted for education
  • Certified Scrum Master (CSM) certification or equivalent
  • Ability to obtain a Public Trust – Medium Background Investigation (MBI)

Required Skills:

  • Mastery/certification as a Certified Scrum Master (SAFe, Scrum Master or PMI-ACP) in an enterprise environment
  • Strong understanding of the Software Development Lifecycle (SDLC) including Agile delivery methodologies
  • Advanced experience using Jira; including Jira project set up and configuration, experience using Kanban
  • Excellent facilitation, conflict resolution and servant-leadership skills
  • Ability to easily build new relationships and proactively establish a variety of contacts across the client’s and our own internal organization
  • Proven experience leading and coordinating multiple teams and navigate in a fast-paced, complex technology environment
  • Experience delivering project under federal contacts
  • Proven ability to balance multiple, concurrent/parallel activities
  • Strong knowledge and experience in SDLC in an Agile delivery environment
