Overview
The Nexus Water Group team has an opportunity for a skilled Regulatory Analyst. The Regulatory Analyst prepares applications and filings with the applicable economic regulators in each Canadian jurisdiction to seek approval for, and justify, significant capital projects, acquisitions, and customer rate amendments. This position plays an essential part in ensuring that applications and filings comply with all relevant legislation, policies, rules, and guidelines and are filed timely and accurately.
The Regulatory Analyst creates and assesses financial models and builds regulatory cases for the company's regulatory applications and filings. This position will also respond to regulator information requests and develop utility arguments as required. Occasionally, this position may require attending regulatory hearings and tribunals to support senior regulatory staff.
This position works independently under general or broad direction and review of the Manager of Regulatory Affairs.
Work Location and Schedule
This position is located in British Columbia. Some travel required, including visits to working plants and construction sites.
What You'll Do
- Prepares routine regulatory applications and filings and supports significant applications and projects. Prepares responses to information requests, utility arguments, and all related material in collaboration with relevant Nexus staff.
- Creates and updates forecast and financial models incorporating historical data analyses to inform and support the company's regulatory applications and filings.
- Prepares responses to routine and non-routine information requests, utility arguments, and all related material in collaboration with relevant Nexus staff, clarifying complex issues and ensuring compliance.
- Complies with previous regulatory directives, including submitting Annual Financial Reports.
- Conducts regulatory research as required, participates in acquisitions, responds to Request for Proposals, and conducts feasibility studies while providing recommendations internally to the Manager of Regulatory Affairs.
- Works with operations, finance, accounting, legal, tax, treasury and external advisers to prepare and support regulatory filings, reports and other related material required for regulatory proceedings.
- Provides financial and legal regulatory analysis and due diligence support in determining regulatory impact for utility acquisition projects.
- Ensures regulatory filing and compliance deadlines are met, including responses to information requests, utility arguments and compliance filings.
- Ensures utility tariff rates and terms and conditions are up-to-date and appropriate.
- Conducts relevant research required in support of responses to information requests from the regulator, relevant customer queries/complaints, or provide regulatory guidance to Nexus staff
- Adheres to existing internal regulatory policies, procedures, and practices while documenting and creating new methods and practices where relevant.
- Provides regulatory due diligence support in utility acquisition projects
- Attends regulatory hearings, tribunals, procedural conferences, public consultation sessions and external meetings as required.
- Updates regulated customer rates annually with CC & B, Finance, and any other applicable internal departments.
- Performs other duties as required
What You'll Bring
Experience
- Minimum 2 years of financial analysis experience required
- Regulatory Due Diligence or Business Strategy experience required
Education
- Business / Economics degree required
Nice to Have
- 1-2 years’ experience in utility regulation is considered an asset
- Professional accounting designation (e.g. CPA) highly desirable
Knowledge, Skills, and Abilities
- Ability to interpret and analyze relevant legislation, policies, rules and guidelines
- Ability to create forecast and financial models of varying complexity
- Strong analytical abilities and attention to detail
- Excellent written and verbal communication skills
- Ability to manage multiple projects on various topics while meeting established deadlines
- Highly proficient with the Microsoft Suite of applications
Working Conditions
- Light to moderate physical activity, requires normal hearing and vision.
- Frequent travel may be required.
- Majority of time spent working indoors, under normal office conditions.
