Procurement Support Specialist

ContractOn behalf of our public sector client, Affinity is looking for a Procurement Support Specialist to support services in daily operations and program enhancement. We are seeking professional resources in two key areas and the services shall combine as 1 Full-Time equivalent role focused on two key areas: Operational Management Oversight and Program Development / Enhancement.
Responsibilities:
Operational Management Oversight:
• Responsible for the planning, organization, development, management and coordination of the centralized procurement activities of the business.
• Responsible for management of the procurement team members, including coaching and employee development, completing regular team performance reviews, managing team workload allocation, facilitating team meetings, etc.
• Provide strategic oversight and ownership of the public procurement bid process, leveraging appropriate resources and ensuring compliance with all applicable policies and legislation.
• Work with the team to determine approach to all complex projects and accuracy of all procurement documents - agreed upon approach prior to start of project and review all documents before posting.
• Work closely with legal, as required, to ensure all contracts and legal issues are managed effectively to mitigate risk to the business.
• Review and recommend authorization of all procurement transactions up to assigned authority as per the ANBL Authorization’s Policy.
• Track and report on policy deviations and exemptions timely and accurately to internal and external stakeholders.
Program Development / Enhancement:
• Develop comprehensive support documentation leveraging “best practices” approaches to deliver high-quality procurement services efficiently and cost-effectively while fostering a strong customer service mindset within the team.
• Designing process maps and flows to define and document procurement procedures.
• Developing and refining SOPs to streamline procurement processes, improve efficiency, and reduce lead times.
• Creating tools such as checklists, templates, and training materials to support operational consistency.
• Aligning program documentation with existing tracking mechanisms to enhance monitoring of program performance.
• Establishing metrics or Key Performance Indicators (KPIs) to measure success and drive continuous improvement.
Qualifications:
• 8+ years of progressive experience in public procurement
• Strong leadership skills with a minimum of 3 years of supervisory experience for management oversight
• Demonstrated ability to understand legal obligations of the public procurement act
• Strong technical and analytical skills; high attention to detail.
• Existing templates, SOPs, process maps, checklists or training materials (public sector)
• Able to translate strategic direction into tactical operational plans
• Highly effective at communicating, collaborating, building relationships, and influencing others.
• Creative problem solver with strong critical thinking skills.
• Effective time management, organization, and prioritization capabilities.
• Confidentiality and discretion required.
• SCMP or other equivalent course / designation is an asset
• Experience with Microsoft Dynamics 365 and Great Plains is considered an asset.
