Description Of Job

As our new Knowledge Management Analyst you will play a pivotal role in maintaining and enhancing the OIT’s Knowledge Management program. You will work closely with key stakeholders to maintain consistency in documentation and utilization of the Knowledge module. This role involves editing and creating high-quality technical content, supporting the functionality of the organization’s Knowledge Management System in ServiceNow, and driving engagement with the tool across the organization. Additionally, the analyst will help support the organization’s Community of Practice, develop resources to communicate program updates, promote the use of the tool, and apply continuous improvement principles to ensure that OIT’s evolving needs are met. Your ability to curate, structure, and communicate content effectively will play a central role in shaping our knowledge-sharing culture. Ensuring that our knowledge management program is an invaluable resource for OIT and our agency customers, having a direct impact on employees’ day-to-day productivity. In addition, this role will support performance management including auditing current content for errors, identifying knowledge gaps, developing metrics, maintaining dashboards, and leading program performance-based discussions to facilitate learning and continuous improvement.

Supporting, and promoting collaborative tools and techniques such as communities of practice to facilitate sharing of ideas and work among internal teams and external partners.

Support the configuration, maintenance, and optimization of the organization’s Knowledge Management System in ServiceNow

Provide user support and training on system functionality and best practices for knowledge creation and maintenance, and assist in preparing the organization for new releases and/or changes to the tool

Assist in managing user roles, security access, and workflows within ServiceNow

Capturing, storing, validating, and auditing knowledge, for various audiences, both internal and external.

Promoting knowledge capture and reuse through operational and business processes, regularly reviewing and updating knowledge management processes to reflect best practices and organizational changes.

Assisting in the execution of OIT’s knowledge management strategy for OIT’s knowledge management program, maintaining high quality, up-to-date, and easily searchable content for various audiences of varying skill levels.

Working effectively across the organization with stakeholders and subject matter experts to develop and support documentation of new and existing products, features, and services.

Providing data analytics for OIT to create a plan, program, and launch new knowledge bases in ServiceHub, as the need arises.

Stay informed of trends in knowledge management and recommend tools, methodologies, or practices to improve the program.

Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.

Minimum Qualifications

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

A minimum of three (3) years of professional experience in administrative, management, and operational analysis work which must have included analyzing management problems and recommending solutions and implementation strategies.

A minimum of one (1) year of direct experience utilizing a Knowledge Management system. (ServiceHub Knowledge Manager preferred)

Experience and familiarity with performance management including metric development, building dashboards, and leading program performance-based discussions to facilitate learning and improvements.

Strong editing and technical writing skills with attention to detail, demonstrating excellent organizational and program management abilities.

Experience leading and managing groups of people in solving business challenges and moving an organization toward best practices.

Experience supporting or facilitating an enterprise-wide community of practice is a plus, with strong interpersonal and communication skills to collaborate with cross-functional teams.

Substitutions

Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

Preferred Qualifications

Relevant process improvement certification or training. (Lean, Six Sigma, PDSA, Change Management, etc.)

Strong knowledge of common business applications such as: Lucidchart, Google Workspace-Suite (Google).

Technical writing skills and experience with helping curate and/or review and edit documentation

Background in supporting change management initiatives related to KM tools or processes.

Familiarity with ITIL or other IT service management frameworks. ITIL or PMP certifications are desirable.

Strong communication skills and the ability to adapt to individual and team-specific needs.

Ability to create engaging resources and promotional materials.

Conditions Of Employment

OIT employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

Supplemental Information

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
