Job Description: CANS Program Specialist V

This position reports to the Division Administrator of Behavioral Health Services and performs a variety of complex assignments and special projects that result in policy and procedural changes. This position specifically focuses on assignments related to the Child and Adolescent Needs and Strengths (CANS) Assessment used with children and adolescents receiving child welfare services. The position establishes goals and objectives to achieve specific program improvements under the guidance of the Division Administrator of Behavioral Health Services and develops guidelines, procedures, rules, regulations, schedules, priorities, and standards for achieving established goals and objectives. The position will lead, manage, or participate in workgroups and meetings with internal/external program and policy specialists and others to develop, implement, oversee, and evaluate the use of the CANS assessment and other new and existing initiatives related to medical services that impact Child Protective services. This position is responsible for interfacing with stakeholders regarding the CANS and being a primary source of knowledge regarding CANS resources and process. A main responsibility of this position is engaging and problem solving with stakeholders surrounding the eCANS system. This position works closely with the other CANS-focused positions. The position oversees the CANS email box in order to support staff and stakeholders. The position oversees development and develops written project updates, summaries, studies, briefings, reports, plans, data analyses and other documents and insures that time-critical information flow to the appropriate source. The position is responsible for communicating complex material to internal and external stakeholders, including executive management. The position represents the agency and division and participates in conferences, meetings, trainings, work groups, and committees to further the mission and functions of the agency as related to special populations.

Essential Job Functions

Essential Job Functions: Establishes goals and objectives to achieve specific program improvements under the guidance of the Division Administrator of Behavioral Health Services.

Serves as subject matter expert for the CANS tool and eCANS system. Knowledge of application of innovations such as trauma informed care. Oversees development and develops written project updates, summaries, studies, briefings, reports, plans, data analyses and other documents and insures that time-critical information flow to the appropriate source.

Participates in workgroups and meetings with internal/external program and policy specialists and others to develop, implement, oversee, and evaluate initiatives that relate to the CANS.

Participates in staffings with CPS casework and placement staff regarding medical and behavioral health services resources.

Communicates complex material to internal and external stakeholders, including executive management.

Interfaces with stakeholders regarding the CANS tool and eCANS system.

Represents the agency and division and participates in conferences, meetings, trainings, workgroups, and committees to further the mission and function of the agency.

Knowledge Skills Abilities

  • Knowledge of state and federal laws and regulations related to the CPS Program
  • General knowledge of the CPS Program
  • Knowledge of medical, dental and behavioral health services and managed care delivery systems
  • Knowledge of the CANS tool and how it informs our child welfare system.
  • Skills in program planning, development, and implementation
  • Strong verbal and written communication skills including the ability to present information at training sessions, conferences, or legislative hearings
  • Skill at establishing and maintaining productive working relationships both internally and externally
  • Ability to apply a critical and analytical approach to problem solving and the ability to prioritize and manage multiple responsibilities
  • Ability to understand new information effectively and quickly
  • Ability to analyze program trends and data associated with performance outcomes

Registration Or Licensure Requirements

This position requires the employee maintain certification for CANS administration. If not already certified, this should be done within 90 days of employment.

Initial Selection Criteria

  • Graduation from high school or equivalent.
  • Graduation from an accredited four-year college or university.
  • Five years full time consultative, supervisory, managerial, social service, professional or technical work which must include analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material related to medical services; and DFPS experience.
  • Acceptable Substitutions: One additional year full-time consultative, supervisory, managerial, social service, professional or technical work which must include analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or DFPS experience may be substituted on a year-for-year basis for the required education, with a maximum substitution of four years.
  • Graduate degree may be substituted for the required experience, with a maximum substitution of two years.
