Are you looking for an opportunity to combine your love of data, and focus on education? If so, join us as the leader of Colorado’s State Longitudinal Data System Grant Program (SLDS) . This program focuses on federal grants to develop or enhance data systems that measure the success of educational initiatives.
As our new Program Manager you will develop and manage SLDS-related initiatives and projects to support the direction of the SLDS program. You will implement long-term goals and objectives to ensure the successful outcome of the SLDS program, define funding requirements, and maintain continuous delivery of SLDS services.

Planning the overall SLDS program and monitoring progress to make sure that milestones are being met across the various SLDS-related projects and services.
Developing and recommending the Key Performance Indicators (KPIs) and metrics, resource management, process and workflow improvement.
Guiding and synthesizing data and annual reports to drive organizational change and overall program improvement.
Presenting information and findings that are understood by SLDS program staff and the general public.
Overseeing the production, display, and development of data structures and analytics for the Colorado SLDS.
Ensuring data privacy and security in alignment with CISO guidelines.
As the SLDS Program Manager, you'll collaborate with the Governing Board to set the research agenda for the Colorado SLDS, lead advisory groups focusing on systems build, implementation, and sustainability, and develop effective communication strategies for both internal and external messaging. Additionally, you'll secure funding by sourcing, writing, and managing grants, recommend operational procedures to the Governing Board for approval, and manage deliverables and resources in a matrixed reporting environment

Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
Minimum Qualifications
This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:
A Minimum Of Eight (8) Years Of Experience That Includes a Combination Of IT And Experience Effectively Providing Program Management For One Or More Projects In The Context Of Large, Strategic, And Complex Initiatives. This Experience Must Include The Following
A minimum of three (3) years of data analytic and statistical analysis experience that includes causal inference, analysis of correlated and longitudinal data, data-driven decision-making, and utilizing statistical software.
Substitutions
Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications
Federal Program Management experience.
Grant Request/Management experience.
Conditions Of Employment
OIT employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.
A pre-employment background check will be conducted as part of the selection process.
Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.
