Health Services Consultant (HSC 4) – Policy Analyst (Non-Permanent) – DOH8435

This is a remote/home-based, full-time, non-permanent position anticipated to last approximately 12 months.

What You Will Do

  • Provide technical assistance in the development, review, analysis, and impact of rule development, health legislation, and interpretive statements across the division.
  • Lead and/or participate on behalf of HSQA in discussions of policy issues with the public, Governor-appointed board and commission members, and HSQA program staff.
  • As a senior planner/policy analyst, serve as an agency wide expert resource on issues of high visibility and high sensitivity.
  • Direct programs and act on behalf of the department to conduct rule making within the confines of the Administrative Procedures Act law and agency and division procedures, including legislative procedures and guidelines, with appropriate consultation with the unit supervisor or management.

This Policy Analyst (HSC 4) position will help rules team members with economic analyses and with rule data management. This position interacts frequently with internal and external customers.

Expectations And Responsibilities

  • Develop and implement rules, policies, procedures, and interpretive statements.
  • Program planning and evaluation, development, and implementation of legislation.
  • Program planning and evaluation of health services rules.
  • Manage specialized health databases and tracking systems.

Location and Flexibility

Attending events or working In-office is rarely required and would be scheduled in advance. This is a remote/home-based position available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border.

Required Qualifications (you must meet ONE of the provided options and any additional criteria listed.):

Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

  • Option 1: Six (6) or more years of experience writing materials using clear writing principles and techniques for professional, government, or public use, such as regulations, analyses, or reports, including experience with Washington state rule writing and legislative analysis.
  • Option 2: A bachelor's degree or higher from an accredited college or university; AND two (2) or more years of experience writing materials using clear writing principles and techniques for professional, government, or public use, such as regulations, analyses, or reports.

AND

Experience In The Following Areas

  • Research and analytical experience, which includes experience researching, evaluating, and drawing conclusions from data; supporting recommendations with facts and analysis; and interpreting laws, rules, policies, and procedures.
  • Consulting experience, which includes experience identifying writing strengths of others; and coaching, mentoring, or consulting with others to develop and improve their writing skills.
  • Relationship building experience, which includes experience developing positive, productive, and respectful working relationships with customers and co-workers.

Preferred/Desired Qualifications

Experience defined below may have been gained through paid or unpaid activities.

  • A master’s degree in public health, health care administration, public or business administration, or related field.
  • 2 or more years of experience with Washington state rule writing and legislative analysis.
  • 1 or more years’ additional related professional management or consultative experience in a health services program.

Conditions Of Employment

  • Representation: This position is covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
