As a Senior Project Manager embedded within the HQRI organization, you will manage all aspects of a project, from start to finish, so that it is completed on time and within budget. The Senior Project Manager work assignments involve moderately complex to complex issues where the analysis of situations or data requires an in-depth evaluation of variable factors and cross-functional ways of working. This opportunity provides a broad and in-depth scope with support spanning organizational vertical and horizontal key priorities. This position is a part of a broader team with diverse capabilities to support Process Consultation & Improvement, Project Management and Strategic Consultation & Planning. The candidate will work in a team-based culture environment with an ability to adjust plans driven by regulatory or other external factors, internal factors, and/or strategic-level change


The Senior Project Manager designs, communicates, and implements an operational plan for completing the project; monitors progress and performance against the project plan; takes action to resolve operational problems and minimize delays. Identifies, develops, and gathers the resources to complete the project. Prepares designs and work specifications; develops project schedules, budgets, and forecasts; and selecting materials, equipment, project staff, and external contractors. Communicates with other operational areas in the organization to secure specialized resources and contributions for the project. Conducts meetings and prepare reports to communicate the status of the project. Sets priorities, allocates tasks, and coordinates project staff to meet project targets and milestones. Begins to influence department’s strategy. Makes decisions on moderately complex to complex issues regarding technical approach for project components, and work is performed without direction. Exercises considerable latitude in determining objectives and approaches to assignments. Scope is Healthcare Quality Improvement and Reporting spanning Medicare Risk Adjustment, Stars/Quality, and Interoperability related projects with organizational and enterprise impact.




  • Apply internal processes and enforce project standards – define project plan and milestone mapping: initiating, planning, implementing, and completing the project. Project Standards can include but not limited to Intake, Charter, RACI Model/Roles and Responsibilities, Governance Structure, Project Plan, Risk/Issues Tracking, etc.

  • Analyze project portfolio to ensure project updates, status and process are followed in accordance with department guidelines.

  • Interface with internal, external resources to ensure the successful completion of all projects.

  • Prepare presentations and communication materials on behalf of the project team including executive-level communications.

  • Partner with operational teams and process team colleagues to drive process improvement and identify/apply best practices.

  • Coordinate and plan meetings including the development of meeting agendas, document and distribute meeting minutes, maintaining action items/issues log, update smaller scale project plans and any other documentation as needed to support business partners.

  • Monitors and reports on project progress and milestones, works closely with business partners to ensure the project remains on track and delivers successfully.

  • Manages project and program interdependencies and potential roadblocks, establishes clear resolution paths, and escalates situations as necessary.

  • Quarterly travel and/or as business needs arise.

Required Qualifications



  • Bachelor's degree or equivalent experience

  • 5 years or more of project management experience

  • Must be passionate about contributing to an organization focused on continuously improving consumer experiences

  • Experience managing medium to large scale projects in a fast-paced environment

  • Ability to manage stakeholders and hold them accountable for deliverables

  • Ability to manage multiple projects and navigate competing priorities

  • Ability to facilitate meetings with multiple participants of varying levels capturing relevant information

  • Comfortable working on new projects with limited knowledge/expertise of the content and be able to learn quickly to effectively manage the implementation

  • Proficiency in communicating effectively with project stakeholders up to and including senior level leadership

  • Experience facilitating meetings with multiple participants of varying levels capturing all relevant information

  • Regular use of Microsoft PowerPoint, Word, Excel, Project/or something similar



Preferred Qualifications



  • Knowledge and/or experience within the Stars Organization, Risk Adjustment and/or Provider.

  • PMP or CAPM Certification

  • Lean or Six Sigma certification.

  • WAH requirements: Must have the ability to provide a high-speed DSL or cable modem for a home office. Associates or contractors who live and work from home in the state of California will be provided payment for their internet expense.


  • A minimum standard speed for optimal performance of 25x10 (25mpbs download x 10mpbs upload) is required.


  • Satellite and Wireless Internet service is NOT allowed for this role.


  • A dedicated space lacking ongoing interruptions to protect member PHI / HIPAA information

Pay Range

The compensation range below reflects a good faith estimate of starting base pay for full time (40 hours per week) employment at the time of posting. The pay range may be higher or lower based on geographic location and individual pay will vary based on demonstrated job related skills, knowledge, experience, education, certifications, etc


$84,600 - $116,300 per year


This job is eligible for a bonus incentive plan. This incentive opportunity is based upon company and/or individual performance
