Job Summary:


This position will largely provide support to the program team for the Unaccompanied Children Program (UCP) that coordinates the delivery of legal support, throughout the U.S., to unaccompanied migrant children who are undergoing proceedings in the immigration court system. UCP is funded by a contract from the Department of Health and Human Services and administered through the Office of Refugees and Resettlement (ORR).


The Business Intelligence Manager position leads components of the overall reporting and data infrastructure under the Unaccompanied Children Program (UCP) contract. They have substantive knowledge and experience in managing the end-to-end process of producing external-facing analytical reports, including managing technical data processes to achieve quality reporting as well as stakeholder and collaborator relationship management to facilitate complex and interdependent processes across multiple functional areas. They will use their extensive experience in managing reporting processes and products to work collaboratively with interdisciplinary teams and see work through from planning, design, data collection, analysis, write up, and presentation to various audiences.


The Business Intelligence Manager collaborates with team members to advance program goals, by actively engaging in team meetings and program activities, and supports efforts to ensure the team's race equity and inclusion priorities are a core aspect of reporting, including in methodological approaches, reports, hiring and staffing, and external and internal research communications.


Primary Duties/Responsibilities:



  • Lead and manage the team responsible for process and production of regular and ad hoc reports, program monitoring tools, and visualization tools supporting monitoring and oversight of contract deliverables, sent to internal stakeholders (e.g. directors and managers) and external stakeholders (e.g. government agencies, subcontractors).

  • Lead development and dissemination of policies and procedures related to a complex ecosystem of data collection, analysis, and reporting. This includes collaborative processes across functional units and subcontractors that ensure contract-compliant data stewardship, handling, and security.

  • Collaborate with stakeholders, program experts, and users to gather and document requirements, grasp business priorities, and identify strategic initiatives for enhancing production processes.

  • Maintain internal documentation of reporting and data system management processes. Ensure redundancy and sufficient support of team responsible for both.

  • Manage strategic planning and implementation of data system changes impacting users.

  • Oversee routine training and data cleaning/quality control processes to a network of legal service providers, ensuring adherence to contract data entry requirements.

  • Provide training and technical assistance to internal contract staff who interact with the reporting ecosystem.

  • Supervise and mentor associates, analysts, assistants, and/or coordinators in the Data Systems and Analytics vertical.


Required Skills, Knowledge, Abilities:



  • Relevant administrative work experience focused on client relations or customer service.

  • Strong proficiency in Excel or other spreadsheet software, including an ability to sort, filter, and write formulas.

  • Proven experience in detail-oriented tasks such as data error checking and correction.

  • Experience with managing data analytic workflows in cloud-based systems.

  • Strong knowledge and understanding of data analytics pipelines, including ETL tools (Airflow, AWS Glue, etc) and data visualization platforms (Tableau, Power BI, etc).

  • Experience with Project and Program Management.

  • Experience supervising or mentoring.

  • Excellent interpersonal, verbal, and written communication skills, especially translating between non-technical and technical audiences.

  • Commitment to using research and analysis to address and undo racism and inequity in the immigration legal system required; lived experience preferred.


Preferred Skills, Knowledge, Abilities:



  • Experience in SQL, R, and/or Python programming languages.

  • Proficiency in software commonly used by the team including Amazon Web Services (AWS), ClickUp, Qualtrics, and ServiceNow.

  • Experience working with teams in Git/GitHub.



  • Experience working on government contracts or adhering data environments to strict security compliance requirements.

  • Emerging interest in the use of data for public service and/or social justice.

  • Basic knowledge of Microsoft Entra ID access management or other access management systems.

  • Basic knowledge of relational databases systems (i.e. SQL servers).

  • Experience designing and improving administrative and analytic workflow processes.


Education and Experience:



  • Advanced degree + 6-9 years of relevant experience. In lieu of an advanced degree, applicable work or life experience may be considered.


Additional Eligibility Requirements:



  • Candidates must reside permanently in the United States.

  • In accordance with federal contracts, a National Crime Information Center (NCIC) check is required for this position. While this is not a current hiring requirement, this position may require a US Federal security clearance.


Compensation and Benefits:

Acacia has established an internal compensation philosophy that centers equity and pay transparency. The salary for this position is set at $118,200. The salary listed is just one component of Acacia’s total compensation package for employees. Supporting Acacia staff—both personally and professionally—is our priority.
