Summary of Position: Reporting directly to the General Manager, the successful candidate will be responsible for overall direction and management of the BRT Transit Operations including dispatch, road supervision, scheduling and drivers in a approximate 250 employee operation. The Operations Manager will ensure efficiency of transportation services, business processes, budget allocations and other areas of operations that have a significant impact on service delivery. This position will ensure consistent enforcement of work-related policies and procedures.


Responsibilities: In the position of Operations Manager, BRT your responsibilities will include but not be limited to:



  • Ensure that all contract performance and quality requirements are met by: establishing and maintaining ongoing feedback to York Region, meeting contract performance standards and financial goals, demonstrate emergency preparedness proficiency.

  • Monitoring contact performance, operational planning, enforcing contract standards, managing billing, costs and rate issues.

  • Assisted by the supervisory staff, the Operations Manager will assess scheduling/routing problems and recommend solutions and long-term improvements.

  • Ensure efficient use of personnel by producing a cost-effective run-cut as well as compliance with budget and resource limits.

  • Responsible for the supervision and scheduling of operations supervisors, transit drivers, Control Centre operation, planning and implementing departmental policies and ensuring maximum reliability and efficiency of run and route coverage.

  • Communicates job requirements and expectations to staff, monitors performance of staff and provides coaching, discipline and guidance as required.

  • Demonstrates understanding and responsibility of provincial compliance regulations.

  • Understands and monitors MTO compliance, accident investigation and reporting/claims

  • Understands and is able to efficiently and effectively administer a collective agreement

  • Develops and implements new programs and procedures as required

  • Handles multiple tasks without sacrificing operational requirements. Encourages development and recognizes potential. Understands, implements, leads by example, and monitors company policies and procedures.

  • Demonstrates capability to meet or exceed customer requirements and communicates continuous improvement and value. Demonstrates capability of operating in a team environment. Meets regularly with staff, and operators to discuss contract performance and opportunities for improvement.


Requirements


Successful candidates must possess:



  • A bachelor’s degree in Transportation Planning or Business Management

  • Must have a minimum of five (5) years of successful management of transit operations similar in size to that of YRT, including emerging technologies, including electric bus in a unionized environment.

  • Experience with contract start up and implementation is an asset.

  • Knowledge of Trapeze FX or Ops or similar software, specific to blocking, run-cutting and driver performance, with knowledge of operating a computerized CAD/AVL bus tracking system.

  • Fluency in English verbally and written

  • Experience in business writing including disciplinary letters and grievances responses

  • Strong interpersonal skills and an ability to interact with employees and management.

  • Must possess a demonstrated ability to exercise discretion and diplomacy with confidential and sensitive matters.

  • Effective financial/analytical skills for data and cost analysis, organizational independence and prioritization capability.

  • Must be technically capable of developing programs and an organizational structure to support contract requirements.

  • Must possess strong computer skills including Microsoft Office, Excel and Outlook with the ability to work with, read, analyze and interpret computer information.

  • Must be able to manage multiple tasks and prioritize to meet deadlines in a fast-paced environment.

  • Required to work variable hours of work and on call

  • Ability to work with a high degree of autonomy and as a member of a team.
