Position Summary



The Policy Associate II position of the State of Equity program with Public Health Institute will work to advance racial equity policies nationally. This position will work alongside a co-lead and other staff to develop a strategy and coordinate engagement and programming for a national community of state government leaders. This position ensures effective collaboration between multiple entities including Race Forward. The Policy Associate II will act as a strategic advisor and leadership partner to the Executive Director on the overall vision, decision-making, strategic direction, business model, partnerships, and other key aspects of the State of Equity program. This position will represent PHI in meetings with high-level partners, engage a wide range of health equity and racial equity stakeholders, and pursue policy and institutional changes that support an overall strategy to transform government. This position will join a dynamic team of highly motivated, values-driven, and effective colleagues


This is a part-time 75% FTE position expected to work 30 hours a week. This position is fully remote but will require occasional travel. As part of our commitment to a culture of collective care, we support flexible schedules while also maintaining accountability for our workloads and to our teammates

Full salary range for this position: $89,668 to $133,998 per year based on 100% FTE. The typical hiring range for this position is from $67,251.00 (minimum) to $83,874.75 (midpoint), based on 75% FTE. The starting salary is determined based on the candidate’s knowledge, skills, experience, as well as budget availability.





Essential Duties & Responsibilities



Co-lead National States Strategy Work


Partner with co-lead, steering committee, and staff team to develop and implement a national strategy to transform state government policy and move racial equity and health to the heart public institutions. Including:


  • Develop and implement an engagement strategy to build a national network for state leaders.

  • Coordinate programming to build state government leaders’ capacity to advance racial equity.

  • Support the development of resources and tools for state governments advancing racial equity.

  • Coordinate, as needed, collaboration and planning activities among PHI State of Equity, Government Alliance on Race and Equity, Race Forward, and other partners to develop a national strategy aimed at advancing racial equity through state governments.



Coordinate Stakeholder Engagement


  • Coordinate re-launched stakeholder accountability/advisory group for health equity and racial equity, to support PHI’s State of Equity team, the national states strategy, the CCORE program, the California HiAP Task Force.

  • Represent the program in meetings with high-level partners and stakeholders as appropriate, and support colleagues in being effective representatives.

  • Develop, coordinate, and deliver presentations and briefings for national audiences, state agency leaders, and others on health equity, racial equity, and the Health in All Policies approach.



Support the State of Equity Team


  • Advise on policy opportunities and strategies.

  • Contribute to strategy and planning for the future of the State of Equity program.

  • Support a focus on racial equity across all State of Equity work.

  • Support branding/messaging and ensure that State of Equity communications materials (website, newsletter, fact sheet, policy updates) are relevant and effective in conveying messages aligned with the overall State of Equity strategy, including communications with foundation funders, public stakeholders, and government leaders.

  • Represent State of Equity in various networks as needed (e.g. national GARE network), build relationships in support of State of Equity, and share learnings with partner agencies and colleagues.

  • Use deep experience to help the team think about work, positionality, and relationships with a racial equity/anti-racist framework.

  • Collaborate with Executive Director to support fundraising strategy and activities.

  • Duties may include supervision.

  • Perform other tasks as assigned.





Minimum Qualifications



  • 5 years of experience in policy analysis or other related field.

  • Bachelor’s degree, or substitute with four additional years of related experience.


Other Qualifications



  • Deep understanding of core constructs such as structural racism, equity, justice, White privilege, internalized oppression, and antiracism.

  • Experience centering Black voices and voices of indigenous and people of color (BIPOC), and ability to contribute lived experience and perspectives in dismantling Anti-Blackness and other forms of racism.

  • Experience in supporting equitable and healthy communities, and understanding of key policy issues that shape the social determinants of health and equity.

  • Experience supporting professional growth through supervision, mentorship, and/or coaching.

  • Skill in managing cross sector relationships.

  • Skill in facilitating meetings of two to 200 people, including facilitating conversations about structural and instructional racism and other oppressions with diverse audiences.

  • Nuanced ability to effectively navigate a complex and sensitive political environment.

  • Excellent organizational skills, accuracy, and attention to detail.

  • Strong oral communication skills, both in a one-on-one setting and in small groups.

  • Strong written communication skills.

  • Meeting planning skills, including ability to arrange meeting logistics, take detailed meeting notes, and implement next steps.

  • Strong orientation toward teamwork.

  • Ability to track and manage a complex workload and competing priorities.

  • Computer skills including Microsoft Word, Excel, PowerPoint, Outlook, EndNote, SharePoint, Zoom, and internet searches.


Desired Qualifications



  • Experience working in government.

  • Strong public speaking skills.

This position is classified as exempt based on the job duties. However, based on the FTE, salary level of the employee, or federal/state/local laws, the employee may be classified as nonexempt.
