Description

Reporting to the Director, Public Works, the Manager, Parks Services provides leadership, guidance, and managerial oversight to Parks Services staff and is responsible for the effective delivery of services to internal and external customers. The Manager oversees operational planning, process improvement, resource allocation, financial management, and contractor resources required to support operational and capital programs.

Responsibilities Include, But Are Not Limited To

  • Develop and manage annual work plans, operating and capital budgets, financial reporting, and long-term asset lifecycle replacement plans.
  • Review and improve operational processes, maintenance procedures, emergency response plans, and engineering standards to ensure safe, efficient, and sustainable service delivery.
  • Provide leadership, direction, and oversight to staff by fostering a positive workplace culture and supporting recruitment, training, coaching, performance management, and employee development.
  • Promote and maintain a strong health and safety culture by ensuring compliance with legislation, City policies, safe work procedures, and the section's Health & Safety Program.
  • Oversee the delivery of operational services, ensuring timely, accurate, and customer-focused responses to internal and external inquiries and unforeseen incidents.
  • Manage service contracts, agreements, development applications, site inspections, and Construction Completion Certificate (CCC) and Final Acceptance Certificate (FAC) processes.
  • Build and maintain positive relationships with employees, contractors, the public, and stakeholders while supporting community initiatives and projects in parks and open spaces.
  • Serve as a representative of the business unit by providing accurate information, responding to media inquiries, and acting as spokesperson when required.

Requirements

The successful candidate will possess a minimum of a diploma from a recognized post-secondary institution in a related field, with an equivalent combination of education and experience considered. Education or training in parks planning, parks development, open space planning, business administration, or a related discipline is an asset along with a Supervisory Development Citation. Candidates will have a minimum of five years of directly related experience managing parks, cemeteries, and recreational facilities, preferably within a municipal or government environment, along with demonstrated supervisory and leadership experience, including knowledge of collective agreements. Experience in parks and open space planning, infrastructure management, and recreational facility operations is an asset. The role requires strong leadership, interpersonal, and communication skills, with the ability to build relationships and effectively engage employees, community groups, and stakeholders. A solid understanding of occupational health and safety legislation and safe work practices is essential. Proficiency with computerized maintenance management systems, performance management and financial budgeting software, and the Microsoft Office Suite, including SharePoint, Project, Outlook, PowerPoint, Access, Excel, and Word, is required. Candidates should also possess a basic understanding of the equipment used in the maintenance and operation of parks, cemeteries, and recreational facilities.

Hours of Work: 37.5 per week, Monday to Friday

The City of Fort Saskatchewan offers a competitive compensation package with a salary range of $123,805.50 to $145,645.50 per annum.
