The Chief Operating Officer (COO) supports the Chief Executive Officer (CEO) to advance Inuit economic, social and cultural well-being by fostering international relations, through the recognition of human rights and working towards reconciliation. This is achieved through implementation of directives and strategic direction set by the NTI Board, the Nunavut Tunngavik Foundation (NTF), and the Nunavut Inuit Wildlife and Environment Advisory Council; directing and providing leadership to the departments of Wildlife and Environment, Lands and Resources and Inuit Programs and Services; providing leadership in strategic plans, change management, risk management, quality improvement, human resource management, environmental assessments and Inuit Qaujimajatuqangit as a member of the executive team at NTI. This position will also plan and manage NTI facilities.

The COO is a lead senior executive who shares actively in the CEO’s responsibilities under NTI’s Governance system. The COOwill work jointly with the CEOon major undertakings such as strategic planning, organizational structure and budget administration. The COO will oversee the environmental regulatory reviews for NTI and ensure that the proponents, Institutes of Public Government and governments are following their obligations under the Nunavut Agreement and the Nunavut Planning and Project Assessment Act.

The education, skills, abilities and competencies that you should possess include:

  • A University degree in Administration or in a related field (Business Administration, Public Policy, Public Administration, Social Science, Commerce or similar degree); or, a diploma in a related field;
  • A minimum of six (6) years experience in management including financial, and human resource management;
  • Thorough knowledge of the Nunavut Agreement (NA), NTI’s mission, Corporate Governance and Board Policies;
  • Demonstrated work experience in policy analysis, policy development and implementation experience;
  • Proven skills in negotiations and strong networking skills;
  • Demonstrated analytical, planning, prioritizing and delegation skills;
  • Experience in working with Boards and or Committee’s;
  • Strong motivation, problem solving skills;
  • Strong communication and presentation skills (written and oral);
  • Ability to work on multiple files with demanding deadlinesand high levels of stress;
  • Ability to speak Inuktut, or Inuinnaqtun is desirable or willingness to learn is a requirement;
  • Strong experience in developing, managing and monitoring budgets;
  • Solid experience in highly politically sensitive environment;
  • Demonstrated knowledge of and sensitivity to Inuit issues;
  • Strong ability to work in a multi-cultural environment;
  • Familiarity with government processes and direct northern experience in dealing with governments;
  • Equivalencies will be considered.

Preference will be given to Inuit enrolled under the Nunavut Agreement.

The starting salary is commensurate with qualifications and a comprehensive benefit package including an employee pension plan, group insurance and vacation travel assistance.
