Job Title: Chief Operating Officer

Basic Responsibilities

The Osoyoos Indian Band Development Corporation (OIBDC) is seeking a dynamic, strategic, and results-driven Chief Operating Officer (COO) to oversee and strengthen the operations of the Band’s diverse business portfolio while advancing new economic development opportunities aligned with the vision and values of the Osoyoos Indian Band.

Reporting directly to the Chief Executive Officer (CEO), the COO will provide executive leadership across all business operations, ensuring organizational effectiveness, operational excellence, financial sustainability, and long-term growth. The COO will play a key leadership role in strategic planning, corporate performance management, partnership development, and organizational culture.

This position requires a highly motivated leader with extensive operational and financial management experience, strong relationship-building skills, and the ability to work collaboratively with executive leadership, Board Advisors, management teams, and external stakeholders.

Executive & Operational Leadership

  • Provide strategic and operational leadership for all OIBDC business entities and operational departments.
  • Oversee the implementation and execution of OIBDC strategic plans, operational plans, and business objectives.
  • Work closely with the CEO to ensure all business operations align with corporate goals, community priorities, and long-term sustainability.
  • Lead organizational growth initiatives, operational efficiencies, and performance improvement strategies across all business units.
  • Foster a positive, accountable, and high-performing workplace culture grounded in professionalism, collaboration, and respect.

Business Development & Economic Growth

  • Identify, evaluate, and pursue new business, investment, partnership, and economic development opportunities.
  • Lead feasibility assessments, business case development, and operational planning for emerging projects and ventures.
  • Build and maintain strong relationships with government agencies, Indigenous organizations, industry partners, investors, and funding bodies.
  • Identify grant and funding opportunities to support community and corporate initiatives while ensuring all reporting obligations and compliance requirements are met.

Financial & Corporate Oversight

  • Work collaboratively with the Corporate Controller to oversee:
    • Annual operating budgets
    • Capital planning
    • Financial forecasting
    • Cost controls
    • Long-term financial sustainability
  • Ensure all departments and business units operate within approved budgets and financial policies.
  • Monitor operational performance indicators and provide regular reporting and recommendations to the CEO and Board of Directors.
  • Support risk management practices and ensure operational compliance with applicable legislation, policies, contracts, and corporate standards.
Leadership & Human Resources

  • Provide leadership, guidance, mentorship, and performance management support to department managers and senior leadership teams.
  • Collaborate with the Human Resource Director to support workforce planning, organizational development, succession planning, and employee engagement initiatives.
  • Promote strong internal communication, teamwork, accountability, and consensus-building throughout the organization.
  • Support recruitment, retention, and professional development strategies for management staff.

Governance & Stakeholder Relations

  • Represent OIBDC professionally at Board meetings, community meetings, industry events, and external partnership discussions.
  • Work collaboratively with Board Advisors and executive leadership to review and evaluate current and future business opportunities.
  • Prepare and present operational reports, recommendations, and strategic updates to the CEO and Board of Directors.
  • Ensure proper reporting structures and communication systems are maintained throughout all business units and departments.

Minimum Qualification Requirements

Education

  • University degree in Business Administration, Finance, Commerce, Management, or a related field is required.
  • MBA or other advanced professional designation is considered a strong asset.

Experience

  • Minimum of 10 years of senior leadership experience within a multi-million-dollar organization, including progressive executive management responsibilities.
  • Proven experience overseeing multiple departments, operations, or business entities.
  • Strong background in operational leadership, business development, financial management, and strategic planning.
  • Experience working with Indigenous organizations, communities, or development corporations is considered a significant asset.
  • Knowledge and understanding of Indigenous governance structures and economic development principles is preferred.
  • Experience with ISC/INAC land leasing, partnerships, and funding agreements is an asset.

  • Strong leadership, decision-making, and organizational skills.
  • Exceptional interpersonal, negotiation, and relationship management abilities.
  • Strong financial and analytical acumen with experience managing budgets, forecasts, and operational performance.
  • Ability to manage multiple priorities in a fast-paced and evolving environment.
  • Excellent written and verbal communication skills.
  • Ability to maintain confidentiality and exercise sound judgment.
  • Proficient in strategic planning, policy implementation, and operational oversight.

This is a full‑time position (2-year contracts with renewal) scheduled for five days per week (40 - 50 hours), with occasional evenings and weekends as required. Screening will be based on applications received, and references will be requested from shortlisted candidates. The pay range for this role is $95,000 to $135,000 annually.
