Technical Writer III:

The Contractor shall be capable of performing the tasks and/or possess the skill sets listed below:

  • Creates and maintains user guides, SOPs, system design documents, and ATO
  • documentation for the Enterprise Governance, Risk, and Compliance (GRC) platform implementations.
  • Create, update, and deliver Enterprise Governance, Risk, and Compliance (GRC) platform User Guides and Resources (e.g. Knowledge Base, FAQs, Design Specification Documents (DSD)).
  • Ensures consistency and accuracy across deliverables using templates aligned with HHS and NIST documentation standards.
  • Works closely with developers, business analysts, and program teams to capture accurate technical and business process descriptions.
  • Ensures all documentation complies with Section 508 accessibility standards for federal content.
  • Creates and maintains OSCAL-compliant templates and integrates XML/JSON documentation for control implementation artifacts.
  • Edits content for readability, clarity, and compliance with formatting requirements.
  • Manages document versioning using SharePoint, Git, or equivalent repositories to ensure audit-ready traceability.
  • Supports the integration of screenshots, diagrams, and workflows into user-friendly content.

Basic Qualifications:

  • Possesses over 5 years of experience authoring IT documentation for compliance, technical, and system lifecycle content in federal agencies.
  • Familiar with HHS ATO templates, including PIA/PTAs, SSPs, SARs, and POA&Ms.
  • Experience using Microsoft Word, SharePoint, and Confluence for document collaboration.
  • Preferred certifications include Certified Technical Writer (CTW), Certified Information Professional (CIP), or OSCAL Practitioner.
  • Demonstrated familiarity with the NIST Risk Management Framework (RMF) and federal knowledge management standards.

Pay Range: $90,000 USD - $95,000 USD
