iGaming Ontario is seeking an Anti-Money Laundering (AML) Quality Assurance Specialist. Reporting to the Manager, Anti-Money Laundering Quality Assurance, the Anti-Money Laundering (AML) Quality Assurance Specialist is responsible for supporting the creation, implementation and maintenance of iGaming Ontario’s AML Quality Assurance Program. This position plays an important role in ensuring that igaming operators and lines of businesses are compliant with AML/Anti-Terrorist Financing (ATF) obligations by performing testing and oversight functions.

Reporting to the Manager, Anti-Money Laundering Quality Assurance you will:

  • Support the design and creation of the AML quality assurance methodology and framework.
  • Using the iGaming Ontario AML Quality Assurance Framework, conduct independent research and auditing of data by employing advanced techniques and statistical methods, process methodologies and trends analysis by utilizing multiple diverse sources or other skills as required.
  • Through quality assurance reviews on the operators, identify strengths, weaknesses, opportunities, and threats in relation to AML compliance.
  • Collect and analyze data to detect potential breaches of non-compliance with iGaming Ontario’s AML Program.
  • Consult with internal and external stakeholders to refine the AML Quality Assurance Program.
  • Identify opportunities for enhancement to the iGaming Ontario’s AML Program and the operators program.
  • Liaise with respective key business partners and/or the operators as it relates to the coordination of reviews (including regulatory audits), data reporting and other monitoring activities as required.
  • Notify the operators of upcoming reviews by drafting notices and work with the operators to implement.
  • Identify risks and control weaknesses and assist in the creation of monitoring and testing functions to ensure the operators are compliant with the regulatory requirements.
  • Provide recommendations, insight, and best practices on AML/ATF requirements and testing and monitoring functions.
  • Execute compliance monitoring and testing plans for assigned area(s) to ensure adherence to applicable regulatory requirements; summarize and present assessment results and escalate any findings/issues as required.
  • Evaluate sufficiency of action plans to remedy instances of non-compliance.
  • Employs critical thought and analytical skills to determine compliance with iGaming Ontario’s AML Program requirements and ultimately the Proceeds of Crime Money Laundering and Terrorist Financing Act (PCMLTFA).
  • Support the iGaming AML Unit with the documentation and maintenance of the AML quality assurance methodology, related tools, procedural and guidance documentation.
  • Create detailed plans that outline testing methodologies such as, scope, timelines, remediation/action plans, etc.
  • Track all findings, remediation and action plans to resolution (including for regulatory audits).
  • Produce presentations and reports that are coherent, meaningful, and accurately reflect the results of the assessment.
  • Ensure all reviews are tracked in an organized manner and review data/reports are kept in accordance with iGaming Ontario’s record keeping requirements.
  • Lead the delivery of formal presentations to internal and external stakeholders in order to explain findings of the quality assurance reviews.
  • Create high quality reports and dashboards that clearly outline and summarize results of quality assurance reviews.

The Ideal Candidate Will Have

  • A bachelor's degree in law, finance, criminology, business administration, statistics, audit, combined with a minimum of 3+ years of related work experience or an equivalent combination of education, training and experience.
  • Understanding of the federal Proceeds of Crime (Money Laundering) and Terrorist Financing Act and associated regulations and FINTRAC reporting requirements.
  • Experience in interpreting and applying legislation, policies, and procedures.
  • Understanding how money laundering techniques can be used in the gaming industry.
  • Knowledge of government (e.g., FINTRAC, AGCO) and crown agency reporting relationships and accountabilities.
  • Knowledge of the iGaming sector in Ontario.
  • Knowledge of iGaming Ontario’s mandate and mission.
  • Ability to communicate effectively with business and technical stakeholder groups.
  • Superior knowledge and demonstrated experience in the use of computer databases/programs and office technologies (e.g., Microsoft Office).
  • Excellent organizational skills to coordinate and ensure priorities are established and deadlines are met.
  • Excellent interpersonal skills for effective service delivery and to develop and maintain productive team and peer relationships.
  • ACAMS designation an asset.

iGaming Ontario has implemented a minimum four-day per week in-office schedule for this position and may implement a full return to office in 2026. The terms of iGaming Ontario’s Hybrid Work Policy are subject to change at any time, including its office location, the removal of the Hybrid Work Policy and a return to full-time in-office work.

This position falls within the scope of a bargaining unit represented by the Ontario Public Service Employees Union (OPSEU). In the upcoming months, iGaming Ontario and OPSEU will be negotiating the terms of a collective agreement which, once concluded, will govern the terms and conditions of this position.
